Framework

The Enterprise GenAI Maturity Model.

Most AI maturity models sell optimism. This one tells you where you actually stand, and the next move that matters. Six levels, five dimensions, built from the inside of the CIO, CTO, and CISO seats.

Why it exists

Knowing where you stand is the first act of judgment.

AI has made knowledge infinite. What it cannot tell you is where your own organization actually sits, what to do next, and what to leave alone. Every vendor will tell you that you are behind and that their product is the cure. That is not a diagnosis. It is a sales motion.

This model is the map. An honest assessment of readiness, capability, and governance, across five dimensions and six levels, that ends in a roadmap rather than a grade for its own sake. The point is never the score. It is the next move you can actually make, and the ones you should not make yet.

The six levels

From Default to Leading.

0
Default
No formal AI strategy or initiatives. AI is not actively used, and experimentation, if any, is individual effort without a business objective.
1
Reactive
Ad-hoc AI in response to specific needs. Pre-trained models, foundational infrastructure, the first move to centralize data and stand up basic governance.
2
Proactive
Formal, cross-departmental AI processes. Structured workflows, domain-specific customization, and scalable data and governance structures.
3
Predictive
AI drives predictive insight and forecasting. Custom or fine-tuned models on proprietary data, real-time infrastructure, advanced ethics and governance.
4
Prescriptive
AI recommends and automates decisions, embedded across the business, with governance and ethical controls automated for compliance at every step.
5
Leading
An industry leader in AI. Self-optimizing models, autonomous decisions, and AI-powered products that set the benchmark others measure against.
Five dimensions

What the assessment actually measures.

AI Governance

Strategy, accountability, risk, and ethics that scale with the ambition instead of trailing it.

Vision & board accountability · governance charter · portfolio & agile funding · risk, compliance & audit · vendor risk · ethical AI

Data Management

The data foundation AI actually runs on, governed and genuinely fit for use.

Data governance · quality & veracity · metadata & master data · architecture · accessibility & discovery · security & privacy

Organizational Readiness & Culture

The people and the change, not just the technology.

AI literacy & training · change management · stakeholder & enterprise communication · transparency & escalation · fusion teams

Operational Innovation

A repeatable engine for finding, proving, and scaling AI use cases.

Use-case identification · prioritization & ROI · pilot design & execution · value realization · process reengineering

Core Technology & Operations

The platform, the pipelines, and the discipline to run AI in production.

Model development & training · ModelOps · platform & tooling · data infrastructure & feature stores · model & infra security · scalability, inference & FinOps

How to use it

Assess. Map. Advance.

Assess
Where you actually are

A structured self-assessment places you honestly on each of the five dimensions, not where the vendor says you are.

Map
The gaps that matter

For each gap, the call: build the capability, buy what is solved, or borrow it and transition it in. No shelfware.

Advance
The next move

A roadmap of the specific technology, process, and governance steps to the next level, sequenced to what you can support.

Adapted for the industries where the governance and compliance bar is highest: financial services, healthcare, manufacturing, and retail and consumer goods.

Work with it

Two ways to put it to work.

The free self-assessment. A five-minute, self-scored snapshot of where you stand across the five dimensions, with your next move. Take it now.

The AI Maturity Assessment. We apply the model to your organization: where you actually stand on each dimension, the gaps worth closing, and the roadmap to the next level, with the build, buy, or borrow call for every capability.

The GenAI Maturity Workshop. A four-hour working session for your leadership across IT, data, operations, and compliance. We ground the room in real GenAI use cases by role, run the maturity self-assessment live, set the target state, and leave with a pragmatic 90, 180, and 365-day roadmap, the dimensions to advance, and the champions to own them.

Both are independent, and pointed at what matters to the business rather than what is fashionable. See the services, or write to howard@phronia.co.

The thinking behind the model runs in the open. Read the series: the determinism trap, production avoidance, replaceability, stop counting blinks, and the governance bill comes due.
